In a landmark move to enhance Telecom standards, the Communications Authority of Kenya (CA) unveiled a new Quality of Service Monitoring System (QoSMS); a critical framework designed to raise the bar for mobile network performance across the country. Behind this national upgrade was Broadband, the technology partner responsible for deploying and integrating the full system infrastructure in 2018.

The QoSMS marked a significant shift in how the Authority assesses service delivery, incorporating not just Network Performance, but also customer experience and end-to-end quality. For the first time, dropped call rates, call connection times, and both voice and data quality were measured holistically, offering a 360-degree view of user experience.

Broadband played a foundational role in enabling this transformation; supplying, installing, commissioning and maintaining the state-of-the-art monitoring platform now used by the CA to collect real-time data directly from Mobile Network Operators (MNOs). This granular reporting, submitted hourly, allows the CA to evaluate metrics such as call success rates, mobile internet speed, SMS delivery, and more, making Kenya’s telecommunications ecosystem more transparent and accountable.

Speaking during the system’s launch in July 2018, the Principal Secretary in the Ministry of ICT highlighted the government’s commitment to adapting alongside rapidly evolving consumer expectations. The new framework aims to ensure that licensed operators consistently meet minimum quality thresholds, with an overall compliance score of at least 80% required to avoid penalties.
